    The main idea behind this initiative is revitalisation of previously restored landfill along with a nearby artificially made fishing pond, in order to create a unique sports and recreation zone as well as a zone for relaxation, gathering, education, socialization and promotion of tradition and cultural heritage. by encouraging circular economy and sustainability.

    In the Donji Andrijevci municipality of Brod, Posavina, the rehabilitation of the non-hazardous waste disposal site "Alabarica" is financed from the EU cohesion fund (85 percent) and the state environmental protection fund (15 percent), as part of the Operational Program "Environmental Protection" 2007-2013. , Priority Axis 1 – Development of infrastructure for waste management in order to establish a complete waste management system, Measure 1.2 – Remediation of locations highly polluted by waste.

  • Description of the initiative
    The intention of the initiative is to create unique multipurpose area for learning, sports and recreation with relaxation zones for all ages and social groups around the previously restored landfill and fishing pond.
    The challenge is the existing elements with their own limitations of use, such as a newly created hill, existing larger canals and a recently built fishing's house, which become an integral part of the solution such as: the diversity of topography and views, turning the fishing's house into a kind of landmark, using the existing sanitary facilities and taking advantage of the qualities of relaxation by the water in canals and pond.
    The basic idea that defines the space is a cycle and hiking trail that creates different zones of a newly defined sports-recreational zone.
    Initiative strives to achieve the aforementioned by using sustainable materials, and by non-invasive procedures to stimulate the existing qualities and atmosphere of certain parts of the space.
    The approach is inclusive towards the existing elements that become an integral part of the solution.
    In addition to the paths, the water extensions as separate zones enable project phase planning and financial sustainability.
    All the activities of the initiative relate to the experience of space, aesthetics, architecture, landscape, but also history, tradition (combining traditional materials and modern design, satisfying a large range of emotional and physical needs of visitors and the local community through sports, relaxation, socialization, culture, tradition, education and entertainment), sustainability (Alabarica revitalization, integration with natural/toponymic elements, protection and preservation of the environment), inclusiveness (accessibility to all users without restrictions, management system in cooperation with the local community and local associations).

    The biggest interventions are communication paths, which are the main approach to sustainable and design in the use of materials as porous concrete, sand and wood chips. Drainage is planned by natural runoff into terrain through existing canals and terrain falls. The septic tank is used for sanitary facility of the fishing house, while for newly planned toilets in café there will be a bio-purifier. The advantages of using such a device are no need to use electricity, since there are no mechanical parts, there are no unpleasant odors, the device has unlimited service life, and the water is purified to the 3rd degree of purification.
    The product is pure reusable processed water with recycling of polluted water up to 90%. Purified water can further be used for irrigation or rinsage of sanitary cisterns. Solar panels will be installed on the roof of fishing house and café.
    Different atmospheres of space introduce people and connects them with the environment, from the forested part of relaxation zone to water surface through wooden decking.
    Remediation of the former landfill was a big step towards reducing the harmful impact of environment on people, and the further usage of resulting hill and by introducing a new content, learning, sports and recreation zone, begins the regeneration of the entire zone.
    Charging stations for e-bikes and e-cars are planned on the parking lot encouraging the use of electric vehicles.
    All of the above solutions are aimed at preserving nature, the environment and biodiversity and achieving sustainability, for future generations.
    The goal of the initiative is to revitalize the area onece used as waste disposal into an area that is attractive for use and meets the majority of the needs of the local and wider pblic (for socialization, integration, sports, culture, preservation of tradition, education, change of consciousness, spiritual peace) serves as an example of sustainability and positive impact on society and enviroment.
    Organic forms of hiking trails emphasize the existing regular forms of hills and pond.
    As the highest point of the area, the hill is the main landmark of the space from which the view extends to the village, but it also attracts visitors and passers-by, users of the nearby highway.
    The strip surrounds the whole area and climbs the hill on its southern side where it forms a pumptrack, polygon for cyclists.
    Pumptrack takes on its shape by avoiding existing greens and vents, and by expanding and narrowing allows different speeds and safety use for all ages.
    Free canopies are being formed there as rest points, while a lighting zone is planned from the newly formed green island on pump track. Looser forest strip includes placed hammocks and barbecues and allows the formation of a more intimate zones.
    Next it descends to the water level in the form of a decking. The biggest widening of the lane is children's playground with its own topography. The zone opens towards the forest area of the fishing house and is protected on all sides.
    The central part is a green area with occasional outdoor and fenced fitness areas and an area for dogs. Tribune, as the highlight of the strip, end in a lookout point above the island from which we have a view on whole coverage, from pumptrack on the hill to children’s playground and wooded rest areas.
    Throughout the zone, natural and traditional materials are combined with a modern look in order to attract people of all groups without restrictions, influencing the creation of positive feelings of safety and relaxation and connection with nature and the local community.
    The goal of the aforementioned initiative is a revitalized area designed according to zones that serve to satisfy various needs (sports, entertainment, relaxation, socialization, education, culture, etc.) in order to increase life quality in that segment as well.
    Although the zone is planned in a pond area that was primarily used by private fishing associations that have their own fishing house, it was necessary to integrate, not isolate, these users who demand their peace with often loud sports and recreation zones. By defining more peaceful forested zone, and emphasizing the fishing house as a landmark in the area, a positive compromise and connection of different users took place. Each zone is defined through microzoning by forming equipment or adapting communications to different ages, from a playground to a pumptrack. In addition to day and night space in island café, the possibility of a periodic night program, parties, concerts for all ages are also planned.
    On the island of the pond itself, a viewpoint is planned, which is also intended for holding various events: education, traditional fairs and other social events in cooperation with local associations, elementary school and cultural and artistic society.
    Social inclusion is granted by welcoming all members of the local community, passers-by and tourists as well as vulnerable groups, no matter what age, gender, disadvantage, religion, culture or nationality. This project will increase accessibility to the pond and encourage people to spend time connecting with nature, tradition and culture heritage and with each other. Entry to the zone will always be free of charge, therefore affordability will not be questionable.
    The aim of the aforementioned initiative is to meet the various needs of individuals and communities and to preserve cultural and natural heritage.
    The project aims to ensure broad participation of partners and stakeholders as well as contributions of different areas of expertise, disciplines and policy. At an early stage, i.e. at the phase of drafting the design and technical documentation experts of various profiles will participate: architects, designers, surveyors. Project stakeholder will also be the Administrative Department for Construction, Infrastructure and Environmental Protection of Brod-Posavina Country. Contractors will participate at the realization stage - specialists for the construction part of the works, experts in horticulture as well as specialists in the maintenance of the entire zone and plant life after the project realization. In regards to the users of the infrastructure elements/public space and „hard-to-reach“ groups, the project is focused at making it accessible to everyone. For example, youngest members of the community - kindergarten children will have undisturbedly accessed the recreation area without crossing the road (newly built kindergarten will be in the vicinity of Alabarica). School children will have space for socializing and for active sports. Greater sporting activity will also contribute to the EU’s objective of reducing childhood obesity. Senior citizens will receive the appropriate route for walking along the water and resting on benches in relaxing tree-lined zones.
    All associations operating in Municipality (16 associations, about 500 members) will benefit from Alabarica. It will be the center of gathering and enjoyment for all. At local leve, good cooperation exists with: elementary school, the cultural and artistic society Tomislav (children's section every year organizes a summer camp (music play, dance, singing and arts and crafts), Leptir association (organizes and implements activities for ages 3-5, cycling association (once a year organize a bicycle ride, the fishermen's associations conduct a fishing school for the youngest.
    Donji Andrijevci Municipality employees shows affinity for initiative, have improved and facilitated cooperation between different professions. Team consists of Mayor, Head of the Single Administrative Department, EU projects staff and administrative technical worker. All have gained experience in implementation EU and national funded projects. Head of the Single Administrative Department has a PCM and Public Procurement Certificate. Financial viability is secured since the municipality obligation to ensure additional facilities for locals, for which it has secured funds in its budget. The project will be implemented in several phases with multiple building permits in order to reduce the budget load and will be applied to national and EU funds.
    Alabarica is planned by the Spatial-program study with conceptual solution (interdisciplinary and integrated approach covers different fields of activities, work levels and professions: spatial planning, architecture and landscape architecture, a combined approach towards an environmentally friendly, economical and energetic solution) and in Municipal Development Plan 2020-2030 (basic strategic act expressing the policy of the municipality of Donji Andrijevci in terms of strengthening the overall economic development through the creation of specific goals, priorities and measures).
    Alabarica construction is in line with the National Recovery and Resilience Plan within the green and digital transition of the existing public tourism infrastructure and the development of public infrastructure outside the main tourist and coastal areas. Initiative also contributes to the balanced territorial development of rural areas in accordance with the European Union’s rural development policy.
    Alabarica landfill remediation project was funded by the EU Cohesion Fund (85%) and by the State Environmental Protection Fund (15%). Encouraging the remediation of the landfill was only the first step in the quest to restore the area.
    Private company created conceptual project with interdisciplinary and integrated approach which covers different fields of activity, work levels and professions: spatial planning, architecture and landscape architecture through the principles of ecology, energy and economy.
    In further development, it would be important to cooperate with other stakeholders who are active participants in the development of the solution, i.e. the creation of more detailed project documentation, such as, for example, the structural designer, the designer civil engineering, water supply and waste water drainage, etc.
    Considering the lack of installation infrastructure, it is also important to cooperate with all other experts, primarily for the purpose of ensuring electricity (the possibility of installing photovoltaic panels and solar panels) and ensuring the supply of drinking water.
    The municipality, whose mayor was an active participant in the design part of the project as a surveyor, is a key "participant" because quality cooperation with the users greatly facilitates the creation and implementation of solutions. Clear dissatisfaction with the lack of sports, recreational and general social facilities led to this intervention in the space and the planning of its realization.
    Encouraging the rehabilitation of the landfill was only the first step in the aspiration to restore the observed area, but also to introduce new contents.
    Although it is located outside the construction area of the settlement, the area is completely connected to the settlement and its regeneration is an added value both for the locals and for other potential visitors and for revitalization and economic, social and cultural development of Donji Andrijevci.
    Alabarica is innovative initiative and will be an example in contemporary design and art by combining modern and traditional elements, applying ecological materials and renewable energy sources.
    Revitalization Alabarica area from waste disposal into an attractive area in the service of nature and the community, increasing the life quality of users and Municipality residents as well as and whole Municipality revitalization.
    Innovation is also visible from the very concept of Alabarica with its multidisciplinary approach and design for everyone. One well-designed multipurpose areae will bring together solutions for several key needs not only of the local population and the community, but also of the wider context of nature conservation, sustainability, changing consciousness and sense of belonging.
    Use of various modern solutions that enable energy efficiency and independence will enable the protection and preservation of nature, the participation of the community in the active use of Alabarica will affect the quality of the experience, the physical and sensory experience of the individual, cultural, entertainment and sports activities, and the transfer of knowledge about the above will effect on the consciousness of individuals and community connection and sense of belonging and all of this in a modern designed space.
    Donji Andrijevci settlement is located in the eastern part of Croatia. Donji Andrijevci Municipality is an administrative part of the Brod-Posavina County, the center of which is city of Slavonski Brod (26 km away). The observed area is located 2 km from the center of settlement itself. The A5 national motorway passes in the immediate vicinity of the area. The area to be reconverted includes restored landfill named Alabarica as well as an artificially made Alabarica fishing pond.
    The context of the scope includes agricultural areas as well as the wooded area of the western part. The observed coverage includes particles 1529/1, 1530/1, 1530/2, 1530/3 and 1530/4, owned by Donji Andrijevci Municipality 1/1.
    Existing terrain is flat with the exception of a restored landfill and an embankment of an artificially created pond. In 2021 a fishing house was built on the western part of the pond. Link to area: https://goo.gl/maps/YcUcvp7nTgqXrR8z7.
    The planned zone will be created around the existing natural qualities of the observed area with a non-invasive approach that adapts terrain and forms zones. The solution as such can be applied in similar situations or places, introducing new content in rehabilitated areas.
    The solution also emphasizes the circle management and use of sustainable materials in accordance with European standards and design guidelines.
    Design challenges such as status quo and flaw of the implemented installation infrastructures were only an incentive to implement more self-sustaining methods such as the use of bio-purifiers and solar panels. According to the use of multiple nature-based project solutions, it has also become financially viable.
    Such environments as well as rehabilitated areas or those with remediation potential are not uncommon in Croatia or in Europe which is why this project can be applied to European level. With that in mind, we are ready to share the original project as open-source material.
    After landfill rehabilitation, the opinions and needs of the local community residents, local organizations, and the local government were examined. After the above, the proposal of needs is consolidated in a local strategic document made in correlation with relevant national and European strategic and other relevant documents. The intention was to solve the recognized problems in a wider area at the local level, fulfilling common national and European goals.
    With the aim of realizing the initiative, but maintaining financial stability, the project was designed according to phases according to a plan through phases. Also, through formal education and practical experience in the implementation of projects, the representatives of the local authorities have ensured the prerequisites for the proper use of the allocated funds.

    In the conceptual solution, the users are not defined by age, because the inclusiveness of different users was one of the ideas when designing this kind of deficit content. Therefore, different zones, such as the children's playground, includes playgrounds microzoning for younger ages as well as the rest areas microzoning, so there are several different age groups in one zone at the same time. Young people, as drivers of space, have a diverse amount of content available to them at different ages.
    Installing solar panels and water purifiers are cleaner, environmentally friendly solutions in the field of energy efficiency and sustainable management of natural resources.
    The use of natural and toponymic forms of Alabarica area integrated with the design of outdoor space in the service of sports, relaxation, entertainment, culture and other activities that do not disturb natural forms and laws (e.g. drainage of water through canals in a natural way) has the ambition to stop the decline of biological diversity, protect and preserve the natural environment

    In terms of non-formal education that visitors will acquire about traditional and cultural heritage, coexistence with nature and the importance of its preservation will influence to the personal development of the consciousness of the individual and the community.
    Initiative also combines economic activity (future income from cafe, new tourist offer), ensuring a high level of social inclusion, and fostering the community through various contents such as art, preservation of cultural heritage, sports and entertainment activities. The inclusion of the population and local associations in the design and implementation of activities enables local community cohesion and inclusiveness.
    A "Spatial-programmatic study with a conceptual solution for a sports-recreational zone next to a pond in the Municipality of Donji Andrijevci" was prepared. The entire community of Donji Andrijevci Municipality, authorities at the local level, and experts from various professions necessary for the integration of the infrastructural, architectural, energy, environmental and social aspects of Alabarica for its full functionality participated in the process of designing, as well as in the actual realization when Alabarica is fully operational.
    In the first phase, the eastern part, which includes a parking lot, a pumptrack and children's playground, would be developed.
    Construction of a pumptrack would show one of the possible ways in which an area such as a former landfill can be improved and would serve as an inspiration for further development, as well as a model for similar areas of other administrative units.
    The children's playground would be a deficient part of the settlement. It would contain custom-made devices for all ages with a focus on elements that would draw children into the game on different sensory levels. The location of the playground allows children to safely explore a wider area than the zone itself.
    Parking is planned as a separate unit that does not interrupt the continuity of the traffic lanes of the entire area, and would also include parking spaces for people with disabilities.
    A cafe is also planned on the island, which, although financially a bigger undertaking, would certainly attract different age groups and become the area's main earner.
    In the second phase, as a more detailed elaboration of the already defined zones, rest areas, separate outdoor fitness zones and an area for dogs would be developed.
    Activities and components of the initiative, especially the impact on people's awareness (especially young people and children) of the importance of sustainability, learning about the importance of sustainability for future generations, nature regeneration and nature conservation, preservation of cultural and traditional heritage, the importance of individual but also joint action on positive changes contribute to the development of new competencies.
