The Legacy Recreation Center is a multifunctional center whose general objective is to improve the quality of life of the residents of the city of Beclean and its surroundings, by developing quality leisure activities, especially for people from vulnerable groups. The specific objectives of the project aim to provide support for the physical, economic and social revitalization of disadvantaged communities in urban and rural regions and setting up a center with recreational functions in the city of Beclean.
It has a special architectural design, and includes:
- Swimming pool with recreational and recovery functions;
- Swimming pool with water games;
- Salt water pool;
- Ambient relaxation area;
- Room for physical recovery;
- Meditation rooms;
- Bowling hall;
- Gym;
- Gymnasium with outdoor terrace;
- Creative workshops;
- Library;
- Exhibition space;
- Outdoor green spaces (6,800 sq m);
- Playgrounds for children;
- Urban furniture within the limits of the existing land.
The target group of the project being the population of the city of Beclean and all the localities in the surroundings that form the „GAL Ținutul Haiducilor” and total almost 70,000 people. The vulnerable groups in the city of Beclean are mainly children without parental care or living in poverty, people without a job, people with low incomes, elderly people alone or in a situation of dependency or those living in poverty, or people with disabilities.
The Legacy Recreation Center was built by the Beclean City Hall with the help of funding from the Regional Operational Program 2014 – 2020, with a total project value of 22,709,102.47 lei, of which the POR non-refundable value: 22,135,968.02 lei - according to the Non-Reimbursable Financing Agreement - SMIS Code 123130.

The Legacy Recreation Center is, as the name suggests, a legacy that the city of Beclean leaves to future generations. It is mainly dedicated to people from vulnerable categories, offering them the chance to spend quality free time in a dream environment. The proposed complex activities have numerous long-term beneficial and formative effects for all categories of beneficiaries: team spirit, cooperation, the need to become sociable, civilized behavior, fair play, but also from the point of view of health through the sports activities available to beneficiaries.
Moreover, the Center has the ability to be open constantly, throughout the calendar year. It is the place where people with the same conditions can meet for the first time in a friendly environment and make lifelong friendships.
The Legacy Recreational Center includes social, educational, cultural and recreational services that meet the needs of the community identified by the European, national, regional and local development strategies, integrating into the vision of sustainable development of the local authorities, both from the point of view of the architectural solution , of minimizing invasive actions on the environment and relief, of making interior spaces more efficient, but especially from the point of view of costs.
The Legacy Recreation Center is the only center in Transylvania, maybe even in Romania, that offers free services to people from disadvantaged backgrounds and those with disabilities, thus being a positive example for other communities.
The Legacy Recreation Center impresses by the way the building's architecture has been realized, which has an unusual design, with a facade made of apparent metal, wood (on the terrace floors) and glass walls, elements that, brought together, form a flawless building, attractive and beautiful.
At the same time, Legacy is invigorating due to the fact that it offers people who may have been marginalized until recently, the chance to integrate into society, through recreational activities that can help them get out of their comfort zone and offer them unique experiences.
The fact that the Legacy Recreation Center is built in an area surrounded by forest, gives the beneficiaries a feeling of belonging to the nature, and not only that. Being able to do recreational activities with other people helps them rediscover themselves and interact with other people, which will help them integrate better into society as a whole. But by far the most important advantage is that the beneficiaries will be able to spend their free time with quality recreational activities, some may have only seen in the movies, with the help of the swimming pools, the bowling alley or even the library.
The Legacy Recreation Center can change destinies in this regard, with beneficiaries having every reason to be inspired and improve their outlook on life.
Here we list some functions that highlight the strengths of the Center both from an aesthetic point of view and the possibility of spending free time by the beneficiaries:

- multipurpose pool,
- pool and slide for children
- creative workshops for the seven arts (architecture, sculpture, painting, music, poetry, theater and dance);
- gyms for gymnastics, yoga or fitness;
- library;
- spaces for interactive knowledge;
- exhibition area;
- bowling;
- meditation and relaxation room with ambient music;
- multifunctional spaces for conferences;
- screening room;
- medical office.
The Legacy Recreation Center operates under the coordination of the Beclean City Hall and integrates educational, cultural, sports, creative social services, with community members as beneficiaries, namely residents of the city of Beclean and its surroundings, more precisely from the GAL „Ținutul Haiducilor”. All beneficiaries will enjoy a unitary system of integrated social services, capable of ensuring the social inclusion of all vulnerable categories.
The beneficiaries of the recreational infrastructure are people from disadvantaged backgrounds, but also people with disabilities.
The following vulnerable groups, potential beneficiaries of the project, were identified:
- People with an economic level below the poverty line (poor children, especially those who live in families with many children or in single-parent families; employed poor people, especially underskilled workers; workers on own account both in agriculture and in other fields);
- Unemployed persons: (unemployed young people and other persons who are not employed and are not enrolled in the education or professional training system);
- People with disabilities: (children and adults with disabilities, including disabled people and with a focus on people with complex needs);
- Children under the age of 18 lacking parental care and support;
- Children with parents working abroad, especially those with both parents abroad and those facing long-term separation from their parents;
- Children living in large or poor quality foster care centers;
- Romani children and adults at risk of being excluded from their families without having a sustainable income.
The center has an elevator that can also be used for the vertical movement of people with disabilities, with stations on the ground floor and first floor.
The Legacy Recreation Center is intended to meet the needs of all categories of people mentioned above, being a benchmark for other local communities in this regard.
Out of the desire to be able to offer the citizens of Beclean the opportunity to spend a day at the Legacy Recreation Center, even before the actual opening, the City Hall of Beclean organized a presentation event for beneficiaries with the opportunity to use all the existing facilities.
Through the Department of Social Assistance within the Beclean City Hall, the citizens were consulted regarding the expectations they have in spending their free time, through questionnaires. Following their centralisation, dozens of children and young people were able to see first-hand what it's like to spend a dream day at Legacy, trying out all the centre's facilities, from swimming pools to gyms to saline rooms or thermal relaxation or library. Everyone, including some beneficiaries from the category of people from disadvantaged backgrounds, enjoyed and were impressed by all the existing elements, from the architecture of the building, to the aesthetic beauty and especially the amenities of the Legacy Recreation Centre.
At the end of the activity, a special memory was made, a presentation film of the Legacy Recreation Center that will be left as a "legacy" to all those who have contributed to the good functioning of the Center since the first day.
The resulting film was broadcast on social networks and was very well received by all who saw it, to date reaching over 146,000 people, totaling over 57,500 views and reaching 1,500 likes and 463 of distributions.
We believe that it is very important to involve the community in development projects, at all stages, from the concept to the implementation of the project, only in this way we can achieve the best results for the good of the whole community.
The project participated in the World Architecture Festival in Singapore, where it was awarded. The implementation of the project was carried out by the City Hall of Beclean for the benefit of people from vulnerable groups through the involvement of all localities in the GAL Ținutul Haiducilor, a Local Action Group that includes 19 localities in the area of Beclean city, addressing a number of approximately 70,000 people.
All the Town Halls responded positively to the invitation to jointly organize activities at the Legacy Recreation Center for free, for a certain structure of beneficiaries that was presented and included in the funding request. Thus, the addressability is complex and the Legacy facilities are enjoyed free of charge by pensioners with modest incomes, single-parent families or children with parents who have gone abroad, the unemployed, pregnant women or other categories analyzed by the Social Assistance Departments of the Town Halls involved in the implementation the project.
The fact that all these Town Halls were involved is something that brings added value to the community throughout the region, as a greater number of people enjoy the beneficial effects of the center.
The Legacy Recreational Center has a special complexity in terms of the architecture, but also the facilities offered within it, facilities that come from several different areas. Architects with international experience and designers participated in the creation of the Legacy Recreation Center, without which the result would not have been the extraordinary one obtained today.
The building itself has a spectacular appearance due to the aesthetic ideas that the architects had in mind in achieving the goal. It is a building composed of two clear wings: one dedicated to recreational activities where there are swimming pools and thermo-relaxation rooms and saline environment, and the second wing to creative activities with the corresponding workshops.
Regarding the workshops located in the creative wing of the Legacy Center, the experts of the Beclean City Hall consulted, among others, with specialists from the Bistrița-Năsăud Museum Complex. Teachers and people of culture from the city of Beclean were also consulted, so cultural activities received a generous space within the center, which includes creative workshops for architecture, sculpture, painting, music, poetry, theater and dance, halls of training in cultural fields, performance and rehearsal space, a library, interactive knowledge space and exhibition area.
All these activities bring considerable added value to the Legacy Recreation Center which offers all visitors and especially beneficiaries from disadvantaged categories the chance to develop and be stimulated culturally, not just recreationally.
Beclean City Hall has identified several vulnerable groups as potential beneficiaries of the project. The target was, in particular, poor children living in families with many members or, on the contrary, in single-parent families, children of Roma ethnicity at risk of being excluded from families with no income, those living in foster care centers, children with under the age of 18 or with parents working abroad and experiencing long-term separation. The project is also intended for people with an economic level below the poverty line, especially under-skilled workers mainly from rural areas, self-employed workers both in agriculture and in other fields, unemployed people such as young people and people who are not employed and they are not enrolled in the education or professional training system, as well as the disabled.
The project managers estimated a number of 259,200 visitors/year of which 51%, respectively 132,190 places/year are reserved for people who are part of vulnerable groups, including people with disabilities.
In addition, a number of 20 new jobs were created within the Legacy Recreation Center, which are the indirect beneficiaries of the project.
First of all, it is innovative that in the middle of an empty field, a center dedicated to all people, but primarily to the vulnerable, for whom access to such facilities would have been impossible until recently, was built from scratch.
We emphasize that the Legacy Recreational Center is the response of the authorities to solve some aspects identified as deficient, as part of the strategic direction of the local authorities to find integrated solutions for sustainable development and increasing the standard of living of the city's inhabitants and the entire GAL „Ținutul Haiducilor”.
The free service for people from certain social categories is something that no one in the region has thought of before, and the fact that it was built in the city of Beclean gives us a confidence that we can further instill in other communities.
Also in the innovation chapter, we can also mention the fact that access to the Center is done with the help of wireless wristbands, which can be used to unlock the changing rooms and ensure access to all the center's facilities.
We remind you that the Legacy Recreation Center is located outside the center of Beclean, and access will be possible both by personal car and by bicycle through a new bicycle route proposed in the city's urban mobility project, but also by electric buses available to citizens through the local public transport company of the city of Beclean.
For the creation of the Legacy Recreation Center we used an interdisciplinary approach and aimed to offer all people a dream place, where they can spend their free time in all aspects: either swimming or sports, or reading or playing a game of bowling.
With regard to the project as a whole, it was decided to access European funds, as funding was obtained within the Regional Operational Program 2014 - 2020, Priority Axis 13. Regarding the construction itself, an original architectural approach was realized, a construction like an assembly consisting of two building bodies with the shape of a semicircle. The height regime is P with a spring for the area housing the pools and with height regime S (partial) + P+ lE in addition to the functional scheme.
The Legacy Recreational Center supports the improvement of social, educational, cultural and recreational services and responds to all the needs of the community identified by the European, national, regional and local development strategies.
It integrates into the vision of sustainable development of the local authorities both from the point of view of the architectural solution, of minimizing invasive actions on the environment and the relief, of making the interior spaces more efficient, but especially from the point of view of costs.
The Legacy Recreation Center will be able to be replicated 100% in other localities in Romania and possibly in other areas of Europe, being a project with a regional impact that addresses people from vulnerable groups, people who exist all over the world and who deserve help , without exception. What is noteworthy about this project is the fact that it is a novelty for the region of Transylvania and not only, there is currently an increased need for such centers to improve the quality of life through the development of quality leisure activities, especially people from vulnerable groups.
All the activities at the Legacy Recreational Center are part of the objectives of the policy of sustainable mobility, of discouraging the use of vehicles. The location of the Recreation Center is outside the city center, and it will be possible to reach the Recreation Center with ecological transport: either by bicycle, through the new bicycle route proposed in the urban mobility project of the city of Beclean, but also by local public transport electric buses made available to everyone by the Beclean City Hall.
